Russia is moving toward a regulated cryptocurrency market that could quickly become one of the largest in the world. Sberbank, the country’s biggest lender, estimates that regulated crypto trading could reach 4 trillion rubles, or roughly USD 46.4 billion, during the first year under the new framework.

New Crypto Rules Take Effect

Russia’s new cryptocurrency legislation takes effect from September 1, 2026, although some provisions covering the issuance and circulation of digital assets will not come into force until September 2027.

The rules are expected to bring cryptocurrency trading further into Russia’s regulated financial system instead of leaving activity concentrated on offshore exchanges and peer-to-peer markets.

According to Sberbank’s projections, annual regulated trading volume could increase further to around 7.5 trillion rubles, or approximately USD 87 billion, by 2029.

That scale would make Russia a meaningful source of institutional and retail demand for major assets such as Bitcoin and Ether.

Banks are Moving into Crypto

The bigger development is not simply allowing people to trade. Sberbank is already preparing financial products around cryptocurrency. The lender currently accepts Bitcoin for certain crypto-backed lending arrangements and plans to add Ether and Tether’s USDT once regulators approve them for public trading.

That could turn cryptocurrency from a speculative asset into collateral within conventional banking.

If a business or investor can pledge BTC or ETH for a ruble-denominated loan rather than selling the asset, cryptocurrency begins functioning more like securities, property or other balance-sheet collateral.

What Could it Mean for Bitcoin?

Bitcoin could benefit from greater regulated access as its investment case is relatively simple: limited supply, high liquidity and growing institutional infrastructure.

Russian investors currently accessing Bitcoin through offshore platforms may gradually migrate toward domestic exchanges if regulation improves custody, settlement and banking access.

This does not necessarily create USD 46 billion of new Bitcoin demand, as the projected figure represents overall trading volume, not net purchases.

Ether Could Gain a Different Role

Ether may benefit from its utility beyond investment. Sberbank’s plan to consider ETH as loan collateral would demonstrate that a major traditional bank is willing to assign financing value to the asset.

Ether also sits at the center of stablecoins, tokenized assets and decentralized finance infrastructure, potentially giving financial institutions more reasons to hold it.

Russia’s emerging framework therefore matters beyond one country. If major banks successfully integrate Bitcoin, Ether and stablecoins into regulated finance, it could provide another real-world example of cryptocurrency moving from speculative trading toward traditional banking infrastructure.
