

UPI users face no automatic fee after crossing Rs. 2,000 under the government’s latest payment rules. The Finance Ministry issued the clarification on September 14 from New Delhi amid concerns over UPI charges.
The notification protects UPI payments up to Rs. 2,000 from direct or indirect bank and provider charges. It also extends the same protection to RuPay debit card payments within the specified threshold.
The Rs. 2,000 mark does not create a new spending ceiling for free UPI payments today. Payments of Rs. 2,500, Rs. 5,000 or Rs. 20,000 can still move without an automatic consumer fee.
The legal change creates room for charges on selected high-value merchant transactions at a later stage. Person-to-person transfers will continue to remain free under the government’s earlier clarification on UPI charges.
The Finance Ministry issued the notification under Section 10A of the Payment and Settlement Systems Act, 2007. It specifically names UPI payments up to Rs. 2,000 and RuPay-powered debit cards as protected electronic modes. Banks and payment providers cannot add direct or indirect charges to qualifying transactions under this framework.
The bigger change concerns the possible introduction of Merchant Discount Rate, or MDR, within India’s payment system. MDR represents a processing fee within the payment ecosystem when merchants accept digital payments. Reports have discussed rates between 0.25% and 0.4%, although no final rate was notified.
A future MDR would target selected merchant transactions above a specified threshold rather than ordinary consumers. The government previously said such charges would remain nominal and cover only limited merchant categories.
Finance Minister Nirmala Sitharaman previously said, “UPI remained free for consumers since its launch.”
The policy debate reflects the enormous scale reached by UPI across India in recent years. UPI processed 2,366 crore transactions worth Rs. 29.9 lakh crore in July 2026, highlighting its enormous scale. The latest notification protects everyday digital payments while leaving room for a future revenue model.
