

China’s Moonshot AI has drawn global attention after releasing Kimi K3, an open-weight artificial intelligence model that competes with leading US systems on several tests. The model is available to developers at no cost and can run on private servers.
Demand rose quickly after its launch. Moonshot stopped accepting new subscriptions within two days after computing demand exceeded available capacity. Its early growth has added pressure to the technology race between China and the United States.
Kimi K3 has also triggered fresh claims from US officials about access to restricted NVIDIA chips and the possible use of American model outputs during training. Moonshot has denied the claims.
Kimi K3 is Moonshot AI’s latest large language model. Reports describe it as a 2.8-trillion-parameter system, making it one of the largest open-weight models released so far. It performs strongly in coding, reasoning and other benchmark tests.
On some tests, Kimi K3 approaches or exceeds results linked to OpenAI and Anthropic models. Still, benchmark scores do not always reflect performance in business operations, research or complex real-world tasks. Some analysts have therefore questioned whether K3 has reached full parity with top US models.
The model’s open-weight release also separates it from many American systems. Developers can download its model weights, modify the software and operate it on their own infrastructure. This gives companies more control over private data and reduces reliance on paid platforms.
Chinese developers have increasingly used open models as access to advanced chips and large funding pools remains limited. Moonshot’s approach could support wider adoption among businesses seeking lower costs and local data control.
Michael Kratsios, director of the White House Office of Science and Technology Policy, claimed Moonshot had accessed NVIDIA GB300 systems in Thailand. He said the company ‘acquired GB300-equipped servers and has accessed GB300s,’ possibly for model training.
The claim has not been independently confirmed. NVIDIA’s advanced chips remain subject to US export controls for China. However, previous reports have described Chinese companies using overseas data centers and cloud services to gain access to restricted computing systems.
Kratsios also claimed the US had information that Moonshot ‘distilled Anthropic’s Fable’ while developing K3. Distillation allows one model to learn from outputs produced by another system.
Moonshot has denied using American models to train Kimi K3. Several analysts have also expressed doubt about the accusation. They argue that the release schedule gave Moonshot limited time to collect enough data from newer US models before K3 entered the market.
The launch has renewed debate over whether US export controls can slow China’s AI progress. Washington has restricted access to advanced chips to limit China’s ability to build powerful systems for commercial and military use.
However, Chinese companies continue to release models that compete with US products. DeepSeek drew similar attention in early 2025 after releasing a lower-cost reasoning model. Kimi K3 now suggests that such progress may not be limited to one company.
US lawmakers are considering tighter rules covering remote access to advanced hardware. The proposed Remote Access Security Act would extend export controls to cloud-based use of restricted technology. The measure passed the House and awaits Senate action.
US officials have also raised the possibility of sanctions against Chinese companies accused of taking proprietary technology. Treasury Secretary Scott Bessent said sanctions and Entity List measures could be considered when alleged distillation activity crosses into ‘IP theft.’
For American AI companies, Kimi K3 also creates commercial pressure. A free, downloadable model with competitive performance may appeal to developers, startups and institutions that want lower costs and greater control over their systems.
