The Telecom Regulatory Authority of India (TRAI) will examine complaints from Bharti Airtel and Reliance Jio against Vodafone Idea over alleged porting-linked tariff offers. The operators accused Vodafone Idea of using special benefits to attract customers from rival networks.
TRAI Chairman AK Lahoti confirmed on September 14 that the regulator received representations from telecom operators. He said TRAI would examine the complaints before deciding its next course of action.
The dispute centres on tariff benefits that were allegedly promoted for customers moving their mobile numbers from Airtel or Jio to Vodafone Idea. Airtel and Jio argued that such offers can encourage customers to switch networks. One complaint sent to TRAI on September 2 confirmed that these preferential benefits were not permitted. It also asked the regulator to direct Vodafone Idea to stop the promotional communication linked to the offers.
The complaint further sought a compliance report from Vodafone Idea confirming that the relevant advertisements, campaigns and sales practices had been withdrawn. The issue relates to Mobile Number Portability (MNP), which allows users to change telecom operators while keeping their existing mobile numbers. This makes it easier for operators to target customers already using a rival network.
TRAI previously took a position against tariff benefits offered exclusively to customers porting in from another operator. In an earlier order, the regulator stated that such pricing could amount to discriminatory tariff treatment under Clause 10 of the Telecommunication Tariff Order, 1999.
Vodafone Idea rejected any suggestion that it operates outside the rules. A company spokesperson said, "The company believes in fair competition and the strength of its products and the value delivered to customers, and that it conducts its business in compliance with the law."
TRAI did not confirm what action it may take next. Lahoti also did not say whether the regulator would seek more information from Vodafone Idea or call the three operators for discussions.
The matter is still at the complaint and review stage. TRAI did not make any finding of wrongdoing against Vodafone Idea.
