Microsoft is taking its AI push beyond the cloud and deeper into personal computers. The company introduced a new coding model that can run locally. It also features stronger controls for AI agents and high-performance Windows devices. The aim is to handle demanding AI workloads.
The company wants Windows PCs to handle more AI tasks without constantly relying on data centres. Microsoft is positioning this approach as ‘hybrid intelligence’ where workloads move between local hardware and the cloud depending on their complexity, cost and privacy requirements.
The strategy could reduce cloud computing costs while giving users greater control over sensitive workloads. Microsoft believes developers and businesses can benefit from running coding and AI-agent tasks directly on their machines.
Microsoft also highlighted local support for powerful models from Nvidia and DeepSeek. The company said a version of DeepSeek V4 can run on systems with at least 60GB of memory and can outperform OpenAI’s GPT-5 on some coding and reasoning tasks.
Microsoft is extending the hybrid approach to GitHub Copilot. The coding assistant will be able to decide whether a task should run on the device or use cloud-based computing.
The move could make agentic coding more responsive while reducing dependence on cloud tokens. Microsoft also made local sandboxing available in GitHub Copilot. Developers can restrict an agent’s access to files, networks, credentials and other system resources through defined policies.
Microsoft said, “ The framework is already being adopted across several AI tools, including GitHub Copilot and OpenAI Codex. It also plans to use Microsoft Entra to distinguish agent activity from user activity and extend enterprise controls to local agents.”
The Surface Laptop Ultra uses Nvidia’s RTX Spark platform and offers up to 128GB of unified memory. Microsoft says it can run AI models exceeding 120 billion parameters locally. The laptop starts at USD 2,599, while the Surface RTX Spark Dev Box costs USD 5,999. The devices will target developers, creators and AI professionals who need substantial local computing power.
