India's semiconductor startup ecosystem is gaining momentum as investors put more money into companies developing chip designs and related technologies. Indian semiconductor startups raised about $206 million since 2022, reflecting growing confidence in a sector that has traditionally faced long development cycles and high capital requirements. The Design Linked Incentive (DLI) scheme, launched in 2022, has played an important role by providing financial support to companies working on chip design.

Government Support Helps Reduce Investment Risk

Under the DLI scheme, the government committed around Rs. 234 crore to support 22 chip-design projects by 2025, with the selected companies attracting additional private investment. These startups collectively raised more than Rs. 380 crore from venture capital investors, according to government data.

Semiconductor startups can take several years to move from an initial design to a commercially viable chip. This makes them considerably different from software startups, where products can often reach customers much faster. Government-backed programs are helping reduce some of that risk. 

The support is also helping startups move beyond prototypes. Several companies are working with manufacturers to test their designs, while others are progressing towards commercial production.

Investor Interest is Accelerating

The pace of funding increased sharply in recent years. Data reported by ETManufacturing from Tracxn showed that semiconductor startups received around $55.85 million between 2016 and 2021. Between 2022 and 2025, about 48 startups attracted roughly $122.04 million, more than twice the earlier funding level.

Indian fabless semiconductor startups raised $30.8 million across four funding rounds in the first two months of the year, according to Tracxn data reported by industry publications. Companies including VerveSemi and C2i attracted funding of more than $10 million, pointing to larger investment cheques as startups move closer to commercialisation.

India Still Relies on Overseas Manufacturing

Despite funding growth, India's semiconductor ambitions face a major challenge: most domestic startups focus on chip design rather than fabrication. Building a semiconductor fabrication plant requires billions of dollars, advanced equipment and highly specialised infrastructure. 

Consequently, many Indian fabless companies still depend on overseas foundries to manufacture their designs. This leaves them exposed to supply-chain disruptions, geopolitical tensions and production constraints.

India is attempting to address this gap through the broader India Semiconductor Mission and new manufacturing incentives. The objective is to build capabilities across the semiconductor value chain, from design and materials to assembly, testing and fabrication.

From Chip Design to Commercial Products

Startups are increasingly moving from research and development towards tape-outs, pilot production and customer trials. For India, the bigger test will be whether these companies can turn funding and government support into globally competitive products. 

A successful domestic semiconductor ecosystem would not only strengthen electronics manufacturing but could also create intellectual property, skilled jobs and new technology businesses.
