The Digital India BHASHINI Division (DIBD), under the Digital India Corporation (DIC), Ministry of Electronics and Information Technology (MeitY), has facilitated real-time multilingual communication at an international capacity-building program for civil servants in Mussoorie.
The National Center for Good Governance (NCGG) is conducting the Capacity Building Program on Urban Service Delivery for Civil Servants of Multiple Countries from October 12 to 23, 2026.
Sponsored by the Ministry of External Affairs (MEA), the Department of Administrative Reforms and Public Grievances (DARPG) is organizing the program as part of India's international capacity-building efforts through the Indian Technical and Economic Cooperation (ITEC) Program.
BHASHINI deployed its Shrutlekh platform during the program's ice-breaking session to provide real-time translation between English and Spanish. The platform supported two-way translation, enabling delegates to communicate and participate despite language barriers.
The program brings together civil servants and public-sector representatives from Peru, Cambodia, Nigeria, Kenya, Palestine, Lebanon, The Gambia, Ecuador and Spain. It provides a platform for exchanging experiences and best practices in governance and urban service delivery.
The BHASHINI team also helped participants use Shrutlekh and introduced them to the wider BHASHINI ecosystem, its multilingual AI capabilities and potential applications in healthcare, finance, agriculture and public service delivery. Participants were encouraged to explore the BHASHINI mobile application for overcoming language barriers in everyday communication and digital interactions.

The deployment reflects BHASHINI's voice-first multilingual AI approach, which aims to make communication and digital services more accessible through speech-based technology. Shrutlekh is intended to remain available throughout the program until October 23, subject to operational requirements.
The initiative highlights the potential of AI-powered language solutions to support cross-cultural interaction, knowledge exchange and inclusive participation in international capacity-building programs.
DIBD is advancing India's language AI ecosystem through datasets, AI models, APIs and multilingual applications. As India's Language Digital Public Infrastructure, BHASHINI supports integrating language technologies into digital platforms and services.
BHASHINI-enabled technologies have been integrated across 2,353 government platforms, including over 800 government websites. The platform supports 36 Indian languages in text, 23 in voice, and 35 international languages.
It has enabled more than 9 billion cumulative AI inferences, with over 24 million daily, supporting greater access to digital services through language technology.
