US crypto policy is moving from enforcement-driven uncertainty toward an attempt to build formal rules for digital assets. US President Donald Trump’s latest push for Congress to advance crypto legislation has added another layer to that shift, with Bitcoin responding sharply as investors priced in the possibility of clearer regulation.

At an August 19 White House meeting with executives from Coinbase, Ripple, Robinhood, Kraken and other financial firms, Trump urged Congress to pass a “fair version” of the CLARITY Act. Bitcoin has risen around 16% since those remarks and recently moved above USD 80,000.

The CLARITY Act Could Redefine Crypto Oversight

A major industry problem has been uncertainty over whether particular tokens fall under securities or commodities law and which federal regulator has jurisdiction.

The CLARITY Act is intended to create clearer classifications and regulatory responsibilities. However, the legislation remains politically contested, including over concerns about conflicts of interest involving public officials with crypto holdings.

Greater clarity could matter to exchanges, token issuers and institutional investors as compliance decisions would become easier to structure.

The Securities and Exchange Commission has also moved separately. In August, it proposed the Regulation of Crypto Assets, a framework covering certain crypto fundraising transactions and tailored disclosure requirements.

Trump Has Already Changed Federal Crypto Policy

The current push builds on earlier decisions. Trump established a Strategic Bitcoin Reserve in March 2025. Bitcoin transferred into the reserve through eligible government forfeitures is not intended to be sold, while the Treasury and Commerce departments were authorized to examine budget-neutral methods of acquiring additional BTC.

The administration also issued an executive order in May directing regulators to integrate digital assets and financial technology more directly into traditional financial services while reducing regulatory barriers.

The White House says the administration has also established a federal stablecoin framework through the GENIUS Act.

Markets Are Pricing in Greater Institutional Access

Regulatory optimism has coincided with renewed capital flows. According to SoSoValue, US spot Bitcoin exchange-traded funds recorded approximately USD 1.9 billion in net inflows last week, while Ether funds attracted USD 697.2 million. It was the strongest week of 2026 for both categories.

This suggests policy developments can influence crypto markets not only through sentiment but also by reducing barriers for institutional capital.

Policy Execution Is the Next Test

Trump’s crypto push has already changed Washington’s tone toward digital assets. The more important question is whether legislation produces durable rules for token issuance, exchanges, custody and market structure.

If it does, the US crypto market could shift from regulatory uncertainty toward deeper integration with conventional finance. If legislation stalls, recent market optimism may prove ahead of actual policy change.
