Google Plans USD 15 Billion AI Infrastructure Push in Finland

Google plans to invest nearly $15 billion in Finland over 2027 and 2028, marking its largest single investment in Europe. The expansion will support new data centers, AI infrastructure and low-carbon energy projects, while the company also plans job creation, community programs and AI training across the country.

Google is set to invest at least EUR 13 billion (USD 15.1 billion) in Finland over the next two years as it expands its artificial intelligence and digital infrastructure operations. The company said the investment, planned for 2027 and 2028, will be its largest single investment in Europe.

The spending will cover data centers and supporting infrastructure in Hamina, Kajaani, Muhos and Vaala. The expansion aims to meet growing demand for Google services, including Gemini, Search, Maps and YouTube.

Google has been operating in Finland for more than 15 years. The company created its existing Hamina facility after acquiring a former paper mill in 2009. Later, it was converted into a data center.

Three New Data Centers Planned

A major part of the expansion will involve three new data centers in northern Finland, where colder weather can help reduce the energy required to cool computing equipment. Finland's established electricity infrastructure and access to low-carbon power have also made it an attractive location for energy-intensive data center operations.

Google said the initial construction phase is expected to support more than 37,000 jobs nationwide during 2027 and 2028 and contribute around EUR 3.6 billion annually to Finland’s GDP. Once operational, the facilities are expected to support thousands of permanent jobs.

"This is Google's largest single investment in Europe and a testament to Finland's leadership in responsibly building AI infrastructure," the company said on Wednesday (September 9, 2026).

The company will also allocate EUR 31 million over four years to community initiatives in the four locations, including education, research and economic development.

Google Secures Nuclear and Wind Power

Google signed a 22-year power purchase agreement with Fortum covering up to 50% of the output of the Loviisa nuclear power plant from 2030 to 2049. The agreement is designed to provide long-term certainty for extending the plant’s operations.

Google is also backing additional onshore wind capacity and a 94MW battery system near Kajaani to help balance Finland’s electricity grid and support price stability during periods of high demand or limited wind generation.

Finland emerged as an attractive location for data centers for its cool climate, plentiful low-carbon electricity and relatively uncongested power grid. The colder temperatures can reduce the energy needed to cool facilities packed with computer servers.

AI Expansion Comes With Local Programs

Beyond infrastructure, Google plans to support AI training for more than 4,400 workers through local partnerships. The company is also funding programs for students preparing for data-center careers.

Google said it will invest in environmental projects around its Finnish sites, including forest and wetland restoration. The company’s existing Hamina operation already uses seawater for cooling, and heat recovery from the facility supports the local district heating network.

"Google's decision is a clear testament to our strengths," Finland's Prime Minister Petteri Orpo said in a statement.

The Finland expansion reflects Google’s broader push to secure the computing capacity and energy needed to support rapidly growing AI demand while building closer links with local communities and energy providers.
