Pat Gelsinger is a veteran American engineer and executive who spent most of his working life inside the semiconductor industry. He is best known as the former chief executive of Intel, a role he held from February 2021 to December 2024. Before that, he ran the software company VMware for nine years, and before that, he spent three decades at Intel itself, working his way up from a teenage technician to the company's first chief technology officer. Today, at 65, he sits on the other side of the boardroom table, working as an investor and startup chairman rather than a chip company CEO.

His path to Intel's top job was long and personal. Gelsinger joined Intel in 1979 at eighteen, straight out of a technical institute, and studied under legends such as Andy Grove and Gordon Moore. He became the chief architect of Intel's original 486 processor and later helped shape technologies such as USB and Wi-Fi. He left Intel in 2009 to join EMC, then took over VMware in 2012, where revenue nearly tripled under his leadership. When Intel's board asked him back in 2021, it was seen as a homecoming for a man many people had long expected to lead the company one day.

The IDM 2.0 Wager

Gelsinger's central bet was called IDM 2.0, unveiled within weeks of his arrival. The idea combined three commitments: keep building most Intel products in Intel's own factories, lean on outside foundries such as TSMC for pieces that internal manufacturing could not yet handle, and open Intel's fabs to outside customers through a new unit called Intel Foundry Services. It was, in effect, a bid to turn Intel into both a chip designer and a chip manufacturer for hire, a structure closer to TSMC's business model than anything Intel had run before.

Colliding with the AI Cycle

The timing worked against him in one crucial respect. Gelsinger's turnaround plan was engineered to fix Intel's process technology gap against TSMC. It was not built for the speed at which generative AI would reorder the entire semiconductor industry. Nvidia's data-center GPUs pulled ahead so fast that Intel was holding an estimated fraction of the AI accelerator market by the time Gelsinger departed, and the 18A process central to his roadmap struggled with low yields as the board's patience wore thin.

Even so, the framework he set in motion outlived him. Intel's Arizona facility processed its first 18A wafer in 2025, and Fab 52 has since become the manufacturing base for Panther Lake chips. Google's decision to explore 18A for its TPU line, negotiated under Gelsinger's successor Lip-Bu Tan, grew out of foundry customer relationships Gelsinger initiated. The government funding structure he negotiated, later expanded into an equity stake for Washington, became the template for how the United States now backs domestic chip manufacturing.

Second Act at the Frontier of Light

Gelsinger's departure from Intel did not end his involvement in reshaping the industry. He joined Playground Global as a general partner and executive chairman at xLight, a Palo Alto startup building free electron lasers as an alternative light source for extreme ultraviolet lithography. Roughly half the capital cost of modern chipmaking sits inside lithography tools, and xLight's pitch, backed by a preliminary USD 150 million CHIPS Act award under the Trump administration, is that shorter, more powerful light sources built from particle accelerator physics can keep Moore's Law advancing past the limits of today's laser-produced plasma systems from ASML.

The venture positions Gelsinger at a different layer of the AI hardware stack: not the chip company chasing Nvidia's lead, but the infrastructure layer that every chipmaker, including Intel, TSMC, and Samsung, will eventually need if transistor scaling is to continue serving AI workloads.

Final Thoughts

Judged purely on Intel's stock price or market share, Gelsinger's tenure reads as a disappointment. Judged on strategic direction, the picture looks different. He pushed Intel to think of manufacturing capacity as a national asset rather than a private liability, tied the company's fortunes to federal industrial policy years before AI made that policy urgent, and set targets that outlasted his own removal. His post-Intel work on lithography physics suggests he still views the fight over who manufactures the world's most advanced chips as unfinished business, one he intends to keep shaping from outside the company that shaped him.
