OCC Finalizes GENIUS Act Stablecoin Rules

The Office of the Comptroller of the Currency finalized GENIUS Act rules for stablecoin issuers on October 21. Issuers must hold reserves worth at least as much as their outstanding stablecoins. Redemption requests generally need processing within two business days.

The rule and the law take effect January 18, 2027. The ban on issuers paying direct yield stays in place. Third-party rewards face case-by-case review, so the yield debate remains open for exchanges. Treasury Secretary Scott Bessent and Comptroller Jonathan Gould welcomed the framework.

Tesla and SpaceX Form Merger Committees

Elon Musk said on SpaceX's October 20 earnings call that both boards formed independent committees to review a merger. No terms are agreed yet. Musk added that he sits out the talks as a conflicted party.

A combined company would hold 30,221 BTC, with SpaceX at 18,712 and Tesla at 11,509, per June 30 filings. The coins are worth about USD 2.5 billion. Neither company has signaled plans to buy or sell Bitcoin.

Solana Activates Alpenglow Consensus Upgrade

Solana activated its Alpenglow upgrade on October 21, replacing the TowerBFT protocol used since March 2020. The change targets finality of 150 milliseconds, down from about 12.8 seconds. Validators now send votes directly to each other.

The Solana Foundation dashboard showed observed finality near 202 milliseconds. Faster settlement could help exchanges, payment apps and trading platforms. Execution rules and fees stay unchanged. SOL trades near USD 105.27, down 0.43% in 24 hours.

BlackRock also filed for the iShares Bitcoin Managed Protection ETF, ticker PBIT. The fund seeks upside exposure to IBIT up to a limit, with downside protection. Such buffer products could attract cautious wealth advisory clients.

Bitcoin Gives Back USD 85,000 Run

Bitcoin topped near USD 84,800 late Wednesday, then dropped more than USD 2,000 within six hours. Tesla fell 3% after hours on a lower capital-spending forecast. Lam Research lost 7% on a weak outlook, which hit chip stocks.

Nasdaq 100 futures fell 1.1%, while S&P 500 futures lost 0.5%. Oil also rose as Middle East tensions flared again. Some analysts warn that a firm break of USD 82,500 could open a slide toward USD 70,000.

Spot Bitcoin ETFs Draw USD 1 Billion

US spot Bitcoin ETFs drew more than USD 1.08 billion in three days, according to SoSoValue data analyzed by CoinDesk. The pace points to renewed but tentative institutional demand. Bitcoin has gained 39% since July 1, when it traded at about USD 60,000.

Past steep rallies ran on roughly USD 235 million of daily inflows. Since July 1, funds average about USD 86 million a day. Analysts say steadier buying is needed to support a sustained rally.

Zcash Sets NU7 Upgrade Date

Zcash developers agreed to activate NU7 at block 3,543,405, expected around November 5. The upgrade cuts block times from 75 seconds to 25 seconds, tripling confirmation speed. The block height still needs merging into the specification and node software.

ZEC trades near USD 1,283.57, up 2.4% in 24 hours and 17.2% over seven days. The token leads the top 12 gainers. The upgrade also sends 60% of transaction fees into a reserve paid out over time.

XRP Ledger Fix Slips to November

The XRP Ledger fix called fixCleanup3_4_0 moved from October 23 to November 4. Validator support briefly slipped to 26 of 35, below the 29 required. The amendment targets a token-minting loophole and other calculation issues.

The dip reset the mandatory 14-day approval clock. Support has since recovered to 31 validators. XRP trades near USD 1.34, up 1.2% in 24 hours. Traders now watch the new activation date.
