Bureau Announces Launch of Silent Mobile Verification to Strengthen UPI Device Binding

Written By : Analytics Insight

Mumbai, 15th October, 2026: Bureau, a global unified risk decisioning platform announced the launch of Bureau Silent Mobile Verification (SMV) in line with NPCI specs, Silent Mobile Verification (SMV) is a telecom-powered authentication capability that verifies a mobile number and its association with the SIM on the requesting device in real time, without relying on SMS OTPs. Operating seamlessly in the background through the mobile operator’s data network, SMV provides a fast, frictionless verification experience that can be leveraged for user login, UPI SIM binding and transaction authentication.

The announcement assumes greater importance in the wake of the recent NPCI circular OC-238 dated 30th Sept’ 2026, which expands the device-binding framework for UPI in India. NPCI has recognized Silent Mobile Verification as an alternate device-binding method, alongside SMS based Binding, requiring UPI members and application providers to combine SMV with SMS-based methods.

Bureau’s Silent Mobile Verification

Bureau’s Silent Mobile Verification (SMV) leverages real-time mobile operator network intelligence to verify the association between a mobile number, SIM and requesting device silently, in the background, without relying on SMS or requiring any manual user intervention.

SMV enables businesses to:

  • Strengthen authentication and risk assessment by adding trusted, network-verified mobile signals to existing security controls.

  • Enable seamless digital journeys across user onboarding, login, UPI registration, SIM binding and transaction authentication, without dependence on SMS-based verification.

  • Deliver rapid verification with a match or no-match response in under four seconds.

  • Complement layered fraud prevention by working alongside identity, device, behavioral, network and transaction signals to support more informed risk decisions.

During UPI registration, the application securely shares the user's mobile number and device IP address with Bureau, which facilitates authentication through the relevant telecom operator. Using mobile network intelligence, the operator verifies whether the submitted mobile number corresponds to the SIM associated with the requesting device and returns a match or no-match response. SMV serves as an additional authentication layer within the broader UPI security framework, complementing existing authentication and risk controls. It is designed specifically for mobile number and SIM verification and does not replace KYC, identity verification, or comprehensive fraud risk assessment.

Parag Modi, Business Head, Bureau, said “The launch of Silent Mobile Verification (SMV) marks a significant milestone in our vision to make digital transactions safer, simpler and more seamless. By combining real-time mobile network intelligence with device and SIM signals, SMV enables businesses to verify the authenticity and consistency of a mobile number, SIM and device without relying on SMS. With over 96% coverage across all 3 leading mobile operators and more than 3 million transactions processed daily across 20+ live enterprises, SMV demonstrates the potential of network-led authentication to strengthen fraud prevention while delivering a frictionless customer experience. Our collaboration with NPCI and India’s leading telecom operators is a strong step towards building a more secure and trusted digital payments ecosystem.”

Ranjan R Reddy, Founder and CEO, Bureau, said, “Authentication is moving from point-in-time verification towards richer signals that can be assessed in the background. The mobile network already holds valuable context about the relationship between a subscriber and a device. Our SMV makes that context usable within onboarding, transaction and sim binding  journeys, helping the ecosystem reduce unnecessary steps while retaining additional controls where risk warrants them. The launch of Silent Mobile Verification (SMV) represents an important step towards building a safer and more seamless digital ecosystem. As digital transactions continue to scale, authentication must evolve beyond traditional methods to deliver stronger security without adding friction for users “
