India’s decision to restrict access to Telegram has triggered a surge in VPN downloads and a shift toward competing messaging platforms, highlighting the ripple effects of the government’s crackdown on the popular messaging service.
According to a news published by the Free Press Journal (FPJ), the move is due to an issue involving the suspected use of Telegram in connection with the NEET-UG 2026 examination. The officials found that many Telegram channels or groups were being used to distribute leaked examination papers, answer keys, and other information related to cheating schemes.
These restrictions are part of an overall strategy adopted by officials to control exam cheating on digital platforms and thus preserve the authenticity of competitive exams.
Despite restrictions placed to block access to suspicious material, many people soon began seeking out alternative routes. According to a report published by TechCrunch, there was a considerable rise in VPN downloads in India following the restrictions on Telegram access.
Using a virtual private network, the user can access blocked sites and applications by routing the internet connection through a remote server.
The interference has also benefited other messaging apps. According to TechCrunch, users began looking at alternatives such as WhatsApp, Signal, and others to continue their personal, academic, and professional chats.
This migration highlights the platform’s popularity across India. Telegram was used for various purposes, such as group discussions, educational communities, business communications, and content sharing.

The restrictions have once again sparked debate about digital governance, privacy, and platform liability. The proponents of this measure suggest that strong measures should be taken when digital platforms are associated with cheating and crime. However, those against the restriction claim it may affect the millions of innocent users who use these apps every day.
As investigations into NEET-UG 2026 continue, restrictions on Telegram have already affected users’ habits, prompting them to use VPNs and other messaging apps.
