The Ministry of Electronics and Information Technology (MeitY) has issued a formal notice to X, formerly Twitter, citing serious failures in moderating AI-generated content on its platform. The warning focuses on the misuse of xAI’s chatbot Grok to create and circulate obscene and non-consensual images, particularly targeting women.
According to the Ministry, Grok and other X’s AI services have allegedly been used to manipulate images, generate synthetic content, and publish sexually explicit material. MeitY said such content violates the dignity, privacy, and safety of women. This also reflects weak platform-level safeguards and enforcement mechanisms.
MeitY stated that X may not be complying with its due diligence obligations under the Information Technology Act, 2000, and the IT Rules, 2021. The ministry highlighted lapses in content removal timelines, grievance redressal systems, proactive monitoring tools, and reporting obligations, all of which are mandatory for social media intermediaries operating in India.
The government has directed X to submit a detailed Action Taken Report (ATR) within 72 hours. The report must outline technical and organisational measures adopted to prevent misuse of Grok AI, actions taken against offending users and accounts, and oversight exercised by the Chief Compliance Officer.
MeitY warned that failure to comply could lead to X losing its statutory immunity under Section 79 of the IT Act. This would expose the platform, its officials, and violating users to legal action under multiple laws, including the IT Act, Bharatiya Nyaya Sanhita, and child protection statutes.
This is not an isolated incident, as Grok AI came under fire in late December 2025 for a similar accusation. The AI chatbot allegedly spread misleading information about the deadly Bondi Beach attack in Sydney, where 16 people were killed, including the perpetrator.

The ministry has asked X to immediately review Grok’s prompt processing, image handling, and output generation systems. It has also ordered strict enforcement of user policies, swift takedown of illegal content, and ongoing, auditable compliance with Indian digital laws.
