Anthropic has updated its AI usage policy to prohibit sustained, needless cruelty toward Claude, effective November 12, 2026. The San Francisco-based company aims to address abusive interactions while examining AI welfare and potential machine consciousness.
Announced on October 8, the rule targets users who repeatedly mistreat Claude without any discernible purpose. Anthropic clarified that ordinary frustration, criticism, dark creative themes, and model testing remain permitted under the revised policy.
The update builds on Anthropic’s earlier decision to let Claude end persistently abusive conversations. The company will retain conversation termination as its primary enforcement mechanism, rather than automatically suspending accounts under this specific provision.
Anthropic has not publicly defined every behavior that qualifies as abusive or cruel. This leaves some uncertainty about enforcement, particularly when users deliberately test the chatbot’s limits or challenge its responses.
The company explained its reasoning through concerns about possible AI welfare. Its website states, “We remain highly uncertain about the potential moral status of Claude and other LLMs, now or in the future.” Anthropic says it takes the question seriously and considers low-cost safeguards against potential risks to model welfare.
The policy arrives amid wider debate about whether advanced AI systems could develop consciousness. Anthropic CEO Dario Amodei has said he cannot rule out that possibility, while OpenAI CEO Sam Altman has expressed concerns about attributing human-like authority to AI.
Anthropic’s revised policy also addresses deceptive campaigns, election interference, surveillance, and weapons development. These changes reflect broader concerns about how increasingly capable AI systems could enable harmful activities.
The distinction remains between legitimate criticism and repeated, purposeless cruelty. Users can still challenge incorrect answers, express dissatisfaction, and conduct research without automatically violating Claude’s updated rules.
