Maxim Valerevich Shubarev has come a long way from an ordinary worker to the founder of the Setl Group corporation. The entrepreneur is involved in the development of the construction industry and is part of the management team of several industry unions. The developer is also active in charitable activities.
Maxim Shubarev was born in Leningrad in the spring of 1968. His parents had technical specialties. They began as regular engineers but were eventually promoted to leadership positions.
Shubarev Maxim played several sports as a child. He attended a regular school and received his high school diploma at 17. For further education, he chose a technical direction and enrolled in evening classes at the Leningrad Institute of Aviation Instrumentation. At the same time, Shubarev Maxim took up a job at a company producing radio-electronic equipment. However, dreaming of becoming a soldier, he decided to wait until he was of conscription age and then join the military.
Maxim Shubarev went to serve in the navy when he turned 18. During this period, significant economic changes occurred in the country as the old system collapsed and people had to adapt to the new reality. Shubarev Maxim decided to build a career in industrial management and continued his professional education at the relevant department of the Leningrad Polytechnic Institute, where he transferred to after his military discharge. During his student years, he demonstrated leadership qualities and established a local committee representing an international organization that supported student exchange internships. Later, such structures emerged in several major universities across the country, and leaders of various industries began to pick up the committee's initiative, sending people for internships in countries throughout the world.
Maxim Shubarev continued working at the Leninets science-production association after he graduated and soon rose to the post of vice president. However, he always entertained the idea of starting his own business, and he saw the construction business as the most promising avenue. In the early 1990s, Shubarev Maxim Valerevich founded the company Petersburg Real Estate.
The first five years of the organization's formation were primarily associated with the development of the complex and novel real estate development business for the entire country. Largely due to the principle adopted by Petersburg Real Estate to clearly fulfill its commitments, the company managed to overcome the 1998 financial crisis.
Maxim Valerevich Shubarev transformed his brainchild into a corporation in 1999 and became its president. By the mid-2000s, his business structure ranked among the top five developers in the Northern Capital. At that time, the company was primarily focused on business-class projects.

If in the mid-2000s the company delivered an average of 50,000 square meters per year, ten years later, it was delivering 600,000 square meters annually.

The corporation established its own real estate division as early as 1995, which was later significantly expanded, making it possible to sell apartments directly to residents of the North-Western Region and to constantly monitor supply and demand in St. Petersburg to assess the prospects of new construction projects.
Maxim Valerevich Shubarev believes that in the real estate development business, it's essential to consistently maintain a high level of self-confidence. Setl Group managed to establish a reputation as a reliable and responsible developer because it strictly adhered to the principle of "quality in everything." This pertains to every stage of construction – from selecting the most promising land plot to finishing works.
At the same time, it is not necessary to have a full cycle of construction production at your disposal, believes Maxim Shubarev. Setl Group thus focuses on what it does best and most effectively: construction. That is why it does not have its own production facilities. But the requirements for contractors are set very strictly. In this way, Maxim Shubarev believes, a developer can hone his professionalism while maintaining the highest possible level of work.
Maxim Valerevich Shubarev believes that a focus on quality and reliability allows the construction corporation to confidently work on projects that were beyond the capabilities of competitors. In 2011, the holding bought out the frozen project for the construction of the Clover Plaza residential complex in the Primorsky District of St. Petersburg, and the company managed to successfully complete the task.
Shubarev Maxim is confident that his business success is largely due to his attentive attitude towards employees. Broad career advancement opportunities allow for the nurturing of top-tier specialists who are eager to enhance the quality and efficiency of the company's operations. A key task for a manager is the ability to select a team of qualified professionals in necessary fields and delegate authority to them, believes Maxim Shubarev. Setl Group has long grown into such a large and complex structure, and its leader is sure that his role now primarily lies in addressing strategic tasks related to acquiring specific land plots, implementing innovative approaches to the company's operations, or participating in major infrastructure development projects.
Maxim Valerevich Shubarev also believes that a competent HR policy is another foundational factor for successful business development. In the developer's opinion, a leader should trust the opinions of competent specialists and not interfere with their work.
Maxim Shubarev also notes that his corporation has not "poached" any managers from other organizations. All key leaders have made their career paths within the company itself, honing their skills in the practicalities of the construction business. Setl Group currently employs more than 2,000 professionals.
Maxim Shubarev and the construction corporation under his management have commissioned more than 330 buildings, including large residential complexes, housing over 400,000 people. Among the completed projects are housing of various levels, commercial objects, and hotel complexes. Within its projects, the corporation constructs various social infrastructure in St. Petersburg and several other cities that enhance the quality of life and contribute to the development of the city, says Maxim Shubarev. Setl Group constructs about ten new schools and kindergartens annually. The construction company also actively participates in the creation of major infrastructure projects and often initiates them itself.
Shubarev Maxim Valerevich notes that Setl Group currently has a significant amount of land that will allow it to continue active construction until the mid-21st century. Prospective large-scale block development projects also involve the construction of new main roads. Thus, the corporation under the management of Shubarev Maxim Valerevich is involved in the development of road and bridge infrastructure not only in the territories of residential complexes being built. Setl Group has built over 25 kilometers of roadway in St. Petersburg, and plans include the construction of a new drawbridge in the Nevsky District of the Northern Capital.
Maxim Shubarev believes that business should operate strictly within the framework of current legislation, especially in preserving the identity of the urban environment. Thus, the construction corporation's team restores historically and culturally significant objects that fall within the zones it is developing. The restored historical buildings fit into the overall architectural ensemble and serve various needs of the city, including social needs. For example, the corporation constructs and opens kindergartens or schools. According to Shubarev Maxim, all such projects are closely monitored by government agencies.
An example of such restoration is the new coworking space on Vasilyevsky Island, which was opened at the restored rope workshop. The structure was severely damaged during WWII, but the Setl Group team was able to restore the building, preserving the historical appearance of window openings, doors, and light fixtures. The corporation is also responsible for the reconstructed monument to the workers and employees of the Trubostal factory who died in the period of 1941 to 1945.
Shubarev Maxim Valerevich and the company he founded restored such large-scale objects as the Palace of Congresses, the Mikhailovsky Castle, and the Church of the Nativity of St. John the Baptist. The developer also takes care to preserve the jobs and production facilities located within the area of future construction projects. Such facilities are relocated to new, more industry-suited areas of the city.
Shubarev Maxim Valerevich is active in the social life of the society. Setl Group regularly assists various medical institutions, educational organizations, sports schools, orphanages, charitable, and ecological projects. In 2019, the corporation came to the aid of homebuyers who were deceived by unscrupulous developers, paying them a total of 160 million rubles.
Maxim Shubarev and the holding provided financial support in 2021 to the Printing With Eyes project, which helps people with health limitations. The corporation has also restored churches and provides assistance to various cultural and charitable projects, including allocating funds to animal shelters.
Maxim Shubarev is a member of the management bodies of major professional unions. He is also involved in developing the legal framework for regulating the construction industry.
