Ethereum co-founder Vitalik Buterin has set out a three-step privacy roadmap aimed at reducing metadata exposure, limiting censorship, and giving private transactions stronger native support. The plan centers on account abstraction, forced inclusion lists, keyed nonces, and private read infrastructure. It moves his spring remarks from broad privacy theory into practical protocol design. 

AA + FOCIL and Transaction Inclusion

Buterin's first step pairs account abstraction with FOCIL. The plan would make private transactions first-class and give them stronger inclusion guarantees. It also reduces the power of major block builders to censor them.

The report states the model protects private protocol transactions from censorship. It also gives them hard native guarantees of block inclusion. In this setup, smart wallets fit directly into the protocol.

The roadmap treats this as a near-term fix. It does not rely on a distant redesign. Instead, it focuses on protocol changes that can move privacy closer to default transaction handling.

Keyed Nonces and Access-layer Privacy

The second step introduces keyed nonces. The change addresses a queue problem that appears when sequential nonces collide. That issue can stall execution when several private transfers leave the same pool at once.

The third step shifts attention to the access layer. Buterin points to Kohaku wallets and private read infrastructure. These tools would let users query balances and smart-contract data without exposing search patterns to providers or node operators.

The data frames work as protection beyond the transfer itself. It would cover how users read data, not only how they send it. As a result, privacy would reach deeper into everyday wallet activity.

Privacy as Blockchain Infrastructure

Buterin had already linked privacy to AI surveillance, frontrunning, and the public bulletin board model of blockchain transparency during Web3 Festival talks in Hong Kong. The new roadmap turns those ideas into engineering steps. It shifts the discussion from concepts to deployable upgrades.

The plan also ties privacy to fungibility. The report says visible wallets and coins can face profiling, screening, and targeting. Under this view, native privacy becomes part of what lets ETH function as fully fungible digital money.

Front-running gives the roadmap another use case. If transaction intent becomes visible too early, users may be exploited before settlement. The roadmap presents privacy as a baseline defense against surveillance and extractive behavior.
