Africa has an internet penetration rate of 36%, while the least developed countries stand at 34%.
These numbers show that the next major internet expansion will not come only from richer markets. A large share of future users will come from places where internet access, digital skills, affordability and language still create serious barriers. Multilingual artificial intelligence could help remove one of those barriers at a scale that older translation systems could not match.
A person can have a smartphone and an internet connection and still find much of the online world difficult to use. A large part of the web remains centered around English. English accounts for about 49% of website content, according to available web-language data. That share looks striking when compared with the size of the global English-speaking population.
The gap becomes even clearer with Bengali. Bengali speakers make up roughly 4% of the world's population, yet Bengali represents less than 0.5% of global web content, according to 2026 research. Bengali is not a small language. Hundreds of millions of people speak it, but the web offers far less content in Bengali than the size of its speaker base would suggest.
This pattern exists across many major languages. A language can have hundreds of millions of speakers and still have a small digital presence. That limits access to education, public services, health information, business tools, news and online jobs.

Traditional translation requires people, time and money for each language. That model becomes difficult when hundreds or thousands of languages need support. AI offers a different path. One system can translate text, understand speech and support conversations across many languages at a far larger scale.
Google offers a clear example. In 2024, Google Translate added 110 languages and reached more than 614 million additional speakers. Google said the expansion covered about 8% of the world's population. The service now supports more than 240 languages.
That shift matters for more than translation. AI can let people search the web in their own language, ask questions through speech, translate documents, understand unfamiliar websites and communicate with digital services without strong English skills.
The technology can also work with voice. That matters in markets where typing remains less natural or where literacy levels limit text-based internet use. A person can speak a question in a local language and receive an answer in the same language. This creates a much simpler path into digital services.
The smartphone offers the main gateway for many new internet users. GSMA data shows 4.7 billion people used mobile internet at the end of 2024. That figure represented 58% of the world's population.
The mobile-first model gives multilingual AI a strong platform. A lightweight AI assistant can sit inside a phone and help with search, translation, education, navigation, government services and commerce. A user does not need to learn a new digital language before using those tools.
On-device AI could take this further. In 2026, Intel and India's Digital India BHASHINI division announced work on multilingual translation and transcription capabilities for Indian languages on devices. Such systems can make language support faster and more accessible, especially where internet quality remains uneven.
India offers one of the clearest examples of the opportunity. The country had 886 million active internet users in 2024. Rural India accounted for 488 million of those users, or 55% of the total.
The next opportunity does not sit only with people who have never touched the internet. Millions already have access but may use only a limited part of what the web offers. Local-language AI can expand that use.
Google has highlighted roughly 470 million internet users across India's Tier-2 and Tier-3 towns as an important audience for more familiar, multilingual AI experiences. This signals a major shift. AI no longer needs to assume that every new user will interact with technology in English.

Multilingual AI could turn language from a wall into a bridge. A farmer could ask for market information in a local language. A student could ask for an explanation of a difficult lesson without first translating the question. A small business owner could understand an overseas customer's message. A citizen could access a government service without strong English skills.
The 2.2 billion people who remain offline still face several barriers, so language alone will not solve global internet access. Yet language affects how useful an internet connection becomes. A cheaper phone and better network can provide access, but language-aware AI can make that access far more practical.
The next phase of internet growth may therefore depend less on adding another billion connections and more on making digital life understandable to the people who already sit outside the language of the web. Multilingual AI has the potential to bring hundreds of millions of people closer to the full value of the internet, while also opening a realistic path toward millions of entirely new users.
