Abhishek Singh: The Bureaucrat Who Built India's AI Backbone

Abhishek Singh’s Three-Decade IAS Journey from Digital India And IndiaAI Mission To Leading National Testing Agency

Abhishek Singh has spent close to three decades inside India's administrative machinery, and his career now stands at an unusual crossroads. He built the country's most ambitious artificial intelligence programme from scratch. He has moved on to fix a troubled examination system. Few Indian civil servants have shifted between such technically demanding and politically sensitive assignments in such quick succession.

Early Years and Education

Singh belongs to the 1995 batch of the Indian Administrative Service, allotted to the Nagaland cadre. He studied at IIT Kanpur, earning a degree in mechanical engineering in 1992. Later, in 2013, he went to Harvard Kennedy School of Government as a Mason Fellow and completed a Master's in Public Administration. This mix of engineering training and public policy education shaped his later work in technology governance.

His early district-level postings gave him direct exposure to poverty alleviation programmes and the delivery of health and education services. He also worked closely with ministers, a chief minister and a state governor on policy formulation, building the administrative grounding he would later apply to digital governance.

Building Digital India

Between 2014 and 2017, Singh served as Executive Director of the Food Corporation of India, where he handled information technology, engineering and storage functions. He also held additional charge as Executive Director (North Zone) and Chief Vigilance Officer at FCI.

His move into technology-focused governance came through the Ministry of Electronics and Information Technology. Over the years, he took charge of several important digital platforms:

  • Chief Executive Officer of MyGov, the government's citizen engagement platform

  • Chief Executive Officer of the National e-Governance Division

  • Chief Executive Officer of the Digital India Corporation

  • Director General of the National Informatics Centre, the technology backbone for central government departments

Through these roles, Singh contributed to flagship digital projects such as DigiLocker, CoWIN and DIKSHA. He also served as Chief Executive Officer of Karmayogi Bharat under the Department of Personnel and Training, an initiative focused on civil service capacity building.

As Additional Secretary at MeitY, his portfolio expanded to cover artificial intelligence, emerging technologies, cybersecurity and digital skilling, positioning him at the centre of India's technology policy establishment.

Leading the IndiaAI Mission

Singh's most prominent assignment came as Chief Executive Officer of the IndiaAI Mission, a government initiative approved by the Union Cabinet in March 2024 with an outlay of over Rs 10,372 crore. The mission aims to build public compute capacity, support indigenous foundation models, finance AI startups, create usable datasets and establish frameworks for responsible AI use.

Under his leadership, IndiaAI laid out a roadmap covering compute access, datasets, skilling programmes and ethical guidelines for AI deployment. In November 2024, the mission set out this plan in detail. Singh also represented MeitY at the India AI Impact Summit in February, where senior officials showcased India's AI ambitions through policy messaging and international outreach. That event faced its own share of difficulties, including logistical issues and a controversy over a robotic dog presented as an indigenous product when it was reportedly Chinese-made.

A Sudden Reassignment

At the end of March 2026, the Appointments Committee of the Cabinet approved a wide bureaucratic reshuffle covering more than 40 senior officers. Singh's name featured prominently in it. He was moved out of MeitY and appointed Director General of the National Testing Agency, shifting his reporting line to the Ministry of Education.

The National Testing Agency conducts several major national-level entrance examinations, including JEE and NEET. It has faced sustained criticism after the NEET-UG 2024 paper leak controversy, which led to student protests, petitions before the Supreme Court, and a CBI investigation. The agency has also drawn scrutiny over technical glitches and postponed examinations. His predecessor at NTA, Subodh Kumar Singh, was removed from the post in 2024 following allegations tied to the NEET irregularities.

Singh takes over at a moment when the agency needs credibility repair rather than a technology overhaul. His background in large-scale digital systems could help address some of the technical shortcomings that have plagued examination conduct, though restoring public trust in the testing process will demand more than systems fixes.

At the time of his appointment, the government had not announced a successor for his MeitY responsibilities, including leadership of the IndiaAI Mission and the Director General post at NIC.

Looking Ahead

Singh's career shows a consistent pattern: he gets assigned to institutions facing complex, high-visibility challenges, whether it is building new digital infrastructure or steering an agency through a credibility crisis. His nearly three-decade record spans grassroots administration, e-governance platforms and now one of India's largest technology-policy initiatives.

His shift to the National Testing Agency marks a departure from pure technology work into an assignment centred on institutional trust and examination integrity. How he applies his governance experience to this new mandate will determine whether the agency can move past its recent controversies and restore confidence among millions of students who depend on it every year
